明宪宗年间，宦官专权，残害忠良。侠客赵怀安在营救忠良行动中，引来东厂主万喻楼和西厂督主雨化田的追杀。赵怀安等人一路亡命，再度投宿龙门客栈。数年前曾毁于大火的龙门客栈里，赵怀安认出了新主人胡中玉。就在雨化田亲率西厂兵赶来之际，曾经的老板娘金镶玉现身相救。金镶玉希望赵怀安和她一起远离尘世纷争，赵怀安却惦记着胡中玉不忍离去。其实和胡中玉一母同胞的雨化田都是在宫廷争斗中被暗中救出宫的，雨化田被女扮男装养大。在得知自己身世后，雨化田野心使然，要祛除一切障碍争得皇位，逼宪宗下诏传位。一场搏杀，明宪宗手刃雨化田，铲除奸佞，天下太平。城门外，赵怀安和金镶玉牵着马双双远去，归隐江湖。
