清朝光绪年间，军机大臣佟镇国(常枫 饰)之子佟承勋(刘松仁 饰)和县令之女马素心(蓝洁瑛 饰)是一对恋人。承勋因是维新党人而影响到慈禧太后(张冰玉 饰)赫世龙(李立群 饰)等保守派利益，维新失败后承勋和家人集体被贬为奴：其父佟镇国自尽，母赵春花(丁玫 饰)和妹佟品娃(崔佩仪 饰)则在刘振西(曹健 饰)家为奴，而弟弟佟承恩(马景涛 饰)年纪小则被送入宫中阉割做了太监。佟家直到弟弟承恩得慈禧宠信才得以脱离奴籍，而承勋落难期间，爱人素心虽为他奔波求助、不离不弃，但因母妹受恩于刘振西家，迫于母命，承勋又不得不娶倾心于他的刘振西之女刘艳蓉(张玉嬿 饰)为妻，心爱的素心沦为侧室，…。一番人情冷暖、世态炎凉后，承勋应素心哥哥马玉庭(萧大陆 饰)之邀加入了推翻满清王朝的革命阵营…
