俊文见丽华被软禁于总兵府，以为周北包庇窝藏良家妇女，在街上游行示威抗议周总兵强权害民，刚巧周北自京回乡，因此无端成为邑内恶人之首，大感莫明。 其实周北正受皇帝所命，藉词告老回乡，暗中调查太子照与江波连环失踪案件。他伪作糊涂痴呆，眼见两女婿大福与旺财朋比为奸，不但败坏他的名声，谋夺家产，且勾结胡总管敲诈乡民金钱。 大福与旺财本来有忌周北之心，可是二人多番试探下，亦觉他已老懵了，于是肆无忌惮，变本加厉。 周北不值福、财所为，以「怪侠一枝桃」的身份劫富济贫，顿成为贫民崇拜、恶人恨之入骨的人物。 周北欣赏俊文诚实可靠，暗中教他造福贫民，百南等误会他为「怪侠」。俊文为着太局，不便解释。
