1951年，随着五次战役的结束，抗美援朝战争进入了第二阶段，国民党潜伏特务在华东地区江城进行破坏活动。江城市梧镇看守所内，看守曹科带着一名中年男子步履匆匆地走向最深处的牢房，中年男子将晏子修救出后被反杀。在江城市区，老秦带着鱼筐来摊位找老赵，不料被特案组成员陈文俊抓捕。随后陈文俊和徒弟赵大斗二人带着老秦到解放路21号江城日报报道。走进屋内，江城市公安局副局长焦允，也是陈文俊的领导，向陈文俊介绍沈星河、孙长乐二人，并给他们发布了抓捕重刑犯晏子修的任务，命令由陈文俊担任江城地区敌特相关案件专案组的组长，赵大斗也是组内成员。
