徐铁英已经从中统调查到谢培东具有重大共党嫌疑，他决定对谢培东实施突击抓捕。恰在此时，谢培东已经赶往北平银行金库，准备迎接推行币制改革的大量金圆券。大量金圆券运抵北平，方步亭与方孟敖父子迎接。曾可达纠集了八名北平工商界的头面人物开会，要求他们把公司的金银外币和外汇资产如实填写，上报。但是没人肯配合。同时，徐铁英在银行金库里找到谢培东，以抓捕共产党的名义，把自己和谢培东拷在了一起。在运送金圆券途中的方步亭得知消息，一怒之下弃车，把满载金圆券的运钞车抛在大街上，去西山监狱申请坐牢。方孟敖则押着那八个工商界人士，擅自登上飞机。机场乱做一团，还没来得及设路障阻止，方孟敖已经上了天。所有人的目光都集中在空中，谁也不知道方孟敖要干什么。驾机升空，方孟敖却要求立刻将马汉山叫到指挥室，与马汉山通话。
