毒枭阮高梁经常运毒出入境香港，却安然无事，廉署怀疑有人贪污，遂展开调查。经各部门努力调查下，仍进展不大，只知可能与“大哥San”有关，但却查不到”大哥San“是谁。一毒贩欲运毒入境，被关员陈令辉拘捕，陈令辉曾捉达四个毒贩，李天对他留下印象。李天查出阮高梁与邝海登有密地关系，派人跟踪邝海登，终发现他欲运毒，遂将他拘捕，要求他合作供出主脑，但邝海登表示全不知情。李天一偶然情况下，发现大哥San即是电影公司老板冼其安，遂立即对他展开调查，查出冼其安与中美洲国家驻日本官员马卡奴勾结运毒。李天要求美国联邦扫毒局密探Susan合作，Susan答允对付马卡奴。冼其安新片午夜场，李天等发现冼其安与陈令辉在戏院内秘密见面，李安怀疑二人有勾结，冼其安贿赂陈令辉，令辉让其毒品过关。Susan拘捕马卡奴，要求李天拘捕冼其安，但李天已从安情妇茱迪处查出安、辉几日后有行动，遂坚持要等到那时才将安、辉一起拘捕。怎知，到行动时，陈令辉只派手下出动，李天唯立即应变。
